Study Of Post-planning Distribution System Evaluation Methods And Practical Software

The analysis of a distribution system is difficult because the system is ofcomplicated structure and a lot of equipment. The distribution system evaluation of postplanning refers to the assessment for the benefits of implemented projects which havebeen on operation for a period of time. Its significance lies in the examination ofdistribution network construction and reformation effects and power supply capacity,identification of existing problems, adjustment of future construction projects, andestablishment of basic project database.In this thesis, the distribution system evaluation theory is deeply discussed, twocomprehensive index evaluation systems from State Grid Corporation and SouthernPower Grid Corp of China are compared from the views of index system, index gradingstandard, weight setting and difference adaption, and then, an improved comprehensiveindex evaluation system for post planning distribution system is constructed and apriority ordering method is proposed with the purpose and features of distributionsystem evaluation and priority ordering for planning projects being considered. Theindex evaluation system is improved to assess a distribution system using the networkstructure level, load supplying capacity and equipment technology level, so that thediscovered problems may be solved through planning. Based on the projects’“investment” and “benefit”, a project priority ordering method is put forward to arrangethe network construction. A comprehensive index evaluation software is first designedand developed to aid decision making of network evaluation and planning through theflexible interface and function design in the country.In addition, this paper is the first one to propose the concept, significance, contentand general thinking line of evaluation of planning report differences, and enriches thecontent of Post-planning distribution system evaluation. The evaluation of reportdifferences for distribution network planning is used as a way of internal benchmarkingmanagement. It compares some key elements such as planning quality and effect ofdifferent planning schemes, and utility management, project scheduling and projectimplement process. Its significance lies in finding out the deficiency of technology andmanagement, and summing up experience that improve the development capability ofpower grids and customer service skills of power utility.The case study verifies that the improved index evaluation system is able to reflect the key network characteristics, the priority ordering method can find out the relativelygood planning scheme in an integral and quantitative way, the evaluation of planningreport differences provides a new starting point for post-planning distribution systemevaluation, and the developed software provides a practical tool to achieve thenormalization of evaluation and priority ordering.
