Urban Water environment is the material basis to maintain the normal development of the city. It gave birth to the city’s landscape and culture. However, at the same time it may also be uncertainties to prosperity and stability of one city, its health status will affect the health of urban ecosystems and sustainable development. Therefore, it’s very important for sustainable urban development to measure the status of water environment. Water environment sustainable development system is a typical social ecological and economic systems. In this composite system, human-beings and nature、environment interactions; natural factors, economic factors and social factors promote each other. This requires that urban environment evaluation should be based on the three sub-systems.In order to assess and predict the sustainable development of the water environment, Bossel theoretical frame was employed to construct an assessment indicator system. Finally, in Shenyang City, for example, with the data which was from "Statistical Yearbook of Shenyang City"(2002~2008) and "Water Resources Bulletin Shenyang City"(2002~2008), sustainable water environment system in Shenyang was Evaluated and Shenyang water environment sustainable development Strategy was proposed.Entity-Attribute method and Bossel theoretical frame was employed to construct an assessment indicator system. Water environment sustainable development system was divided into the water environment, socio-economic, natural subsystem, which concluded existence, effeciveness, freedom of action, security, adaptability, coexistence. Each directional indicator concluded4indicators, a total of72indicators, system with uniform scale to measure the level of development. Comprehensive evaluation and criteria of indicators were used. In order to get the development potential values of sustainable water environment system, index value of subsystems was calculated. According to the theory of complex system development, In order to get the harmony degree of sustainable water environment system, harmony degree of the water environment, socio-economic, natural subsystem was calculated. Matheson’s equity, equality and justice demand model was used to assess the equity degree for sustainable water environment system. Based on the above results, sustainability degree for sustainable water environment system was assessed.In Shenyang city, for example, sustainability degree for sustainable water environment system was assessed. Conclusion was analyzed that sustainability degree for sustainable water environment system of Shenyan fluctuated to some extent, and was at the edge of weak sustainability. Based on the ecological planning guidelines, sustainable development strategy was proposed to solute the problems. This strategy includes:Water protection strategy、 River ecological management and restoration strategies^water quality Security policy and groundwater protection strategy. By evaluation of sustainable development of water environment, water supply reliability was inproved, natural ecological water environment was protected. It provided the basis for the construction of ecological city.
