Environmental impact assessment in water policy and planning direction can evaluate the environmental impact caused by water planning and construction more globally and macroscopically. In this way, the government and companies can take appropriate measures to reduce environmental pressure resulted from water construction. Environmental Nowadays the impact assessment of water projects is in good implementation. However, the environmental impact assessment of water planning still stays at the initial stage. The environmental impact assessment of regional water planning is relatively underdeveloped. Evaluation with no real content is not able to really play a role in guiding the planning revision. In respect of comprehensive evaluation, its form and content are too single, and lack of spatial distribution to analysis and assess regional environmental impact. The weight of index factor is too subjective. These factors may lead to the missing of information and cause problems for decision making process.Aiming at the shortcomings during the past evaluations, it was proposed in this article to adopt variable fuzzy sets and its models for comprehensive evaluation. Based on the search of index system, the calculation of subjective and objective weight through fuzzy clustering iterative model was given. And the calculation had been made with the relative optimal membership degree of environmental impact of evaluation objects (the status, the zero program, the planning) by variable fuzzy optimization recognition model. Then, this paper took the case of "the eleventh five-year" water development planning of Jiangsu Province to analysis environmental impact and established reasonable and multi-level index system(The five indicators at first level were ecological indicator, resources capacity indicator, water quality indicator, environmental risk indicator, socio-economic indicator. The second level was made up of twenty one indicators.). The above methods and procedures were used to calculate the degree of environmental impact of evaluation objects. At last, the methods of AHP, TOPSIS, and Grey Relational Analysis were adopted to compare with the method of variable fuzzy sets and models for investigating the applicability and operability of variable fuzzy sets and models in environmental impact assessment of regional water planning.The Study showed that making calculation of the integrated subjective and objective weight through fuzzy clustering iterative model, tone operator table and experts’will could overcome the shortcomings of only subjective weight and objective weight. And this method could greatly improve the scientific decision-making process.The variable fuzzy optimization recognition model contained four kinds of parameter collocations (α=l,p=l;a=l,p=2; α=2,p=1; α=2,p=2), and was able to produce four kinds of results. The study showed that differences between four results were not significant, and this method could improve the accuracy of assessment when four results were integrated to express the relative optimal membership degree of environmental impact. It was also revealed that the planning of Jiangsu Province (the relative optimal membership degree was0.567) is better than the present status (0.135) and the zero program (0.085). Nantong, Suzhou, Wuxi, Suqian city showed relatively larger beneficial effect and small negative effect. Zhenjiang showed relatively small beneficial effect.Standardization and clustering analysis was used to compare and analyze the results calculated by the four methods. The research reviewed that the method of variable fuzzy sets and models were more suitable for integrated assessment of environmental impact in the area of regional water planning, which would in turn create scientific, effective, stable advantages valuable in application.The new idea and new way for environmental impact assessment of regional water planning was proposed in this paper, which had overcome the lack of previous assessment, improved the evaluation system to some extent. This paper could provide technical basis for the writing, the guideline formulating of environmental impact assessment on regional water planning, and was able to provide more reasonable information for decision-making. And the most important, it could offer valuable help to carry out and put the environmental impact assessment of regional water planning into effect in more rewarding direction.
