Project planning has a guiding role in water resources construction.Nao-li river is the important river located in the hinterland of San-jiang plain.It is affected by typical monsoon season and the distribution of water resource is very uncertain during the year.We has recognized that the facilities about agriculture irrigation is out of the year,which can not satisfied the modern demand.So water resources engineering can not sustain the development of economic,social and environment.Water resources engineering planning is aim to make the water supply situation better by strengthening hydraulic construction.The water resource would allocated more feasible and the meaning is deep.The main research contents and achievement include: First,analyze the nature condition such as geography,climate and study the current situation and problems about development and utilization of groundwater resources in this area.In the research area,predict the demand of water resources is made;Second,in view of inelastic optimization mode,the fuzzy multi-objective model is used to allocate water resources rationally;Third,the secondary recognition model is used analyze the project.That all for the more better decision-making.
