Along with the accelerating process of urbanization in China, natural and man-made disasters occur frequently. The integral anti-seismic and disaster-resisting capacity of Kunming city is far behind the development of its modernization. In recent years, the earthquake and other disasters have resulted in a huge loss of lives and property. Thus, the construction of emergency shelters in city should be given more and more attention. Besides the function of ecology, landscape and leisure, the green space of the parks in the city can also function as an emergency shelter when disasters happen. Therefore, by properly layouting the relative position between city parks and the population distribution, the function of emergency shelters of city parks can be put into practice and people’s lives will be saved to the greatest degree if disasters happen.This research takes Kunming as the research object. Based on such basic theories as the public facility location, the urban planning, the urban ecology and so on and using the Spot5remote sensing image of Kunming city in2010, and with the support of the space analysis of Arcgis10and the network analysis of Arcviewgis3.3as well as the service buffer for the green space of the parkd in Kunming city, the accessibility analysis of the green space as an emergency shelter, and the hospitals, police stations and fire stations support capacity for promoting the park green space’s emergency shelter function, the research studies the rationality of the emergency shelter function of the green space of city parks in Kunming city. Meanwhile, it is aimed at completing the comprehensive benefits of the city park’s green space.The main conclusions of the study are as follows:1. Based on the existing population of Kunming, the service blind area enlarges while the service radius become small. The service blind area of Kunming city parks’green space is the largest, in condition of1000-meter service radius. As temporary emergency hedge places, the space provided by these parks is not clear enough, and the area of Panlong is the best, so it has better conditions for evading a disaster when disasters happen. When the service radius reaches up to2000meters, city parks for the medium and long term emergency shelters, the space it can provide is also insufficient.2. Around a third of district communities in Kunming, which the parks’green space layouts in their administrative jurisdiction is not reasonable. The need for emergency shelters of the great many residents conflicts mutually with what the city parks can provide. So, on the whole, the spatial layout of emergency shelter function of parks’green space in Kunming is unbalanced.3. Overall, the resources surrounding the15parks used for emergency shelters in Kunming can support better parks bringing in the emergency shelter function, among which, the hospitals and fire stations’ function is most outstanding.4. According to the distribution of the existing parks’green space in Kunming, combined with the characters of sudden disasters when they happen, this paper optimize the design of the spatial layout of the emergency shelter function for Kunming’s existing parks’ green space, in condition of limiting land use in Kunming.
