The rapid development of water conservancy and hydropower industry, bringsopportunities and challenges to the whole industry. In this owner nominated hydropowerproject package, the project department will face double "owners", they will meet newchallenges on the way to realize high quality project. Considering that Jinping ⅡHydropower Station Surge Chamber Engineering Project construction process hastypical characteristics, using modern project management theory and technology tocarry out the corresponding research will be of great significance.Based on previous project theory as well as actual management of long-termprojects and relevant management working experience, this thesis studied the planningmanagement of Jinping Ⅱ Hydropower Station Surge Chamber Project. The analysisand research of this thesis included three aspects: the cost, quality and scheduleobjective of the project. It put forward practical suggestions and advice. Especially inthe engineering project management, from the point of achieving maximum efficiencyto succeed in coping with the problems in management by objective, it achieved acomprehensive, effective and delicacy management. And the application of Critical PathMethod, Six Sigma Management Method, the Whole-process Cost ManagementMethod and other management methods and techniques established a universal projecttarget control process model. The application of this process model can provide areference for other construction projects, achieve the purpose of saving resources andimproving efficiency and specify a new path for the future research of the projectmanagement theory.
