As college students plan obtained the scale effect, has appeared problems on low impartiality and fairness of construction market, construction engineering bidding has established a relatively perfect institutional system and operation pattern which has been gradually recognized as convention and rule both government apparatus and enterprise abide by. With the development of market economy and social environment, there are many problems such as imperfect law system, multiple management, expert evaluative system and illegal punishment in supervision of construction engineering which greatly reduced the efficiency of bidding system.Basing on administrative supervision theory and principal-agent theory, this paper analyses the current situation of supervision system from the concept, feature, law system, related subject and current structural establishment of bidding. In order to perfect supervision system of Construction engineering bidding, there are four suggestions including consummating law system, perfecting the existing supervision mechanism, reform of evaluation mode and Innovation of evaluation and strengthening the administrative supervision and law enforcement in the spirit of being just, fair, open, honest, trust and rule by law, the unity of rights and responsibilities and strict enforcement of the law.
