Research On The Service Quality Guarantee Mechanism Of Engineering Construction Supervision

Ever since Engineering construction supervision system implemented in ourcountry since1998，it has been widely applied in Engineering construction.WhileEngineering construction supervision making achievements in certain,the supervisionlevel and the experience has been greatly improved at the same time,In a word, ourcountry has formed a large scale of supervision team.However, with the growingcomplexity of engineering construction project,the requirements of managementabout engineering construction inspection gets more higher and higher,Therefore, thedevelopment and application of engineering construction supervision highlights manydeficiencies,which makes a degree of risk for the engineering constructioninspection,and its has harmed not only the interests of supervision, but also more ofthe owner’s interests.Accordingly,This article research on the guarantee mechanism ofengineering construction supervision service quality from the view of owners,ultimately with the corresponding supervision of the contract to reduce risk ensuresthe quality of service which owners expect.Based on the research on the theory of engineering construction supervision andit’s service quality,and the analysis of problem now and reason engineeringconstruction service quality,we arrived at safeguard measures of construction servicequality. According to the different stages of engineering construction supervision,namely bidding stage, construction stage and supervision of service quality evaluationstage,this paper study respectively, take certain measures in each stage and form acontinuum of assurance mechanism.Firstly,we should chalk up a evaluation scheme as the core of the whole biddingstage by mean of analysis of the key factors,procedure in the tendering system and thedemands of the owners’ for the engineering construction supervision in the biddingstage for engineering supervision.Besides,we should establish comprehensiveevaluation model for bid evaluation process,namely fuzzy gray matter-element modelas a principal means that owners evaluate supervision units to ensure the successfulimplementation of supervision bidding.Secondly,we should make appropriate incentive mechanism for supervisionthrough contract forms,to improve the supervision actively.This article study onincentive mechanism from material incentive and spirit incentive.Because material incentives have dominant power, this article focuses on researching on materialincentive model, playing full role of floating incentive supervision fees through theanalysis on the incentive coefficient.Finally,this article researches on supervision service quality evaluation.After theintroduction of incentive mechanism,we should need a clear analysis and judgmenton the supervision service quality evaluation to post constant correction andimprovement of supervision service quality.This article using Analytic HierarchyProcess（AHP）establishes grade and weight of supervision service quality evaluationindex.Because of the supervision service has a certain ambiguity, we have to applicatefuzzy comprehensive evaluation method to evaluate supervision service, and completethe comprehensive evaluation of engineering construction supervision service qualitywith it.
