Analysis Of China’s Megalopolises’ Intelligent Traffic Management Problems

In recent years, with the rapid development of social economy, people’s income level goes up and the consumption of the family car increases exponentially; which brings great convenience to human life but also enable human beings to be hoisted by their own petard, especially during rush hours and holidays the road congestion has seriously affected the normal life. What is worst, the existing traffic accidents and safety hazards can not be ignored. Accompanied by car, bus and the development of logistics, energy shortage, air pollution, noise pollution and other environmental problems not only directly affect citizens living environment but also bring great difficulties for the government’s management. As the main management institution, the government has taken many positive measures in dealing with the traffic problem; the most scientific way is to learn from foreign experience including the introduction of intelligent technology, changing the traditional people-based governance, expanding road and rebuilding has been unable to meet the needs of social development, so the government began to apply new and high technology to road traffic, that’s intelligent traffic.We defined megalopolis has an urban population of more than5million.Because the application of intelligent transportation is more mature in Beijing, Shanghai, Guangzhou, we choose the big cities as our study subject. The author has formed a preliminary concept of intelligent transportation after reading a large number of domestic and foreign intelligent traffic management literatures. In this paper firstly we analyze the basic theory research on intelligent traffic management, especially introducing the new public management theory for guiding China’s intelligent traffic management. Then we analyze the technology(GIS、SDSS、 VCIP、RFID)adaptability of big city intelligent traffic management.Secondly we introduce the current development situation of domestic and foreign intelligent traffic management; by the study of China intelligent transportation, we find out the reasons for China’s existing problems of megalopolises’intelligent traffic management. Combining with the advanced experience of developed countries in Europe, the United States, Japan, based on China’s actual situation we proposed optimization measures of megalopolises’intelligent traffic management in China including Optimization measures from the aspect of enterprise、 university and research institution, such as the government management should be liked with the enterprise、university and research institution, promoting the management by technology, establishing professional management mechanism, establishing a coordination management mechanism of Transportation Ministry, Insurance Association, Security Association, encourage foreign capital to enter, improving the traffic legislation, using Classification guidance etc. Finally we make conclusions of this thesis and the outlook of the future to improve megalopolises’intelligent traffic management, to offer convenience for people and improve the life quality of citizens.
