Since the opening of China’s first urban rail transit, and currently has more than a dozencities built nearly500km of rail transit lines in operation. T he face of the rapid developmentof urban rail transit, safety is the top priority of rail transportation, rail transportation securitysituation evaluation plays a positive role. Security efficiency of rail transport enterprise in therelative scarcity of resources and unbalanced conditions, from the point of view of inputs andoutputs, and be able to understand not only the safety of rail transport the stage, but also toclear how to allocate resources with the use of rail transport. This evaluation study on railsafety has some theoretical and practical significance.This disertation uses data envelopment analysis (DEA), and according to the basic theoryof economics into the evaluation of the efficiency of rail transportation safety. Dataenvelopment analysis method is proposed by the famous operations research investigationEnns scientists in1978, it applied to complex systems with multiple inputs and outputs, theinputs and outputs of the multi-index decision-making unit of the same type the relativeefficiency of the evaluation. Urban rail transit belongs to a complex production system has thecharacteristics of a number of inputs and outputs, data envelopment analysis applied to theevaluation of urban rail transit in the evaluation of the scientific and objectivity, not onlyobtain the relative efficiency of investment and output, but also be able to get optimalefficiency reasons and the need to adjust the amount of inputs and outputs.In this disertation, on the basis of the introduction of urban rail transit security theory, todetermine the packet network in the evaluation of the efficiency of urban rail transit safety.Analysis of the principles and ideas of the DEA evaluation method, the suitability of use inrail safety. The analysis of the efficiency of the urban rail transit safety, respectively frominvested oriented and output oriented comprehensive technical efficiency, pure technicalefficiency and scale efficiency analysis. In the track security theory and data envelopmentbased on the study, the principles set out in the establishment of indicators formationevaluation index system. But also established a DEA model for the evaluation of theefficiency of rail safety: measure the technical efficiency the C2R and C2GS2of the model,and the model programming through Matalb mathematical software solving. And select theGuangzhou urban rail transit nine years of safety for decision-making unit and the evaluationof the results of the evaluation, improvement of non-DEA effective decision-making unit andput forward the corresponding countermeasures to improve.In this disertation, the research shows that. DEA method can be used as the evaluation ofthe safety of rail transportation. The rail transportation decision-makers through the use of DEA method to assess the safety, so that resources can be fully utilized to improve safetyrules and regulations, improve the efficiency of the security objectives.
