Study On The Effectiveness Of Safety Management Of Rail Transit Construction

Rail transit has made great contribution to solve the traffic problems in big citiesaround the world. Nowadays, accidents happened in rail transit construction projects havecaused casualties and large property losses. Most accidents happened due to the defect ofconstruction enterprise or safety management, as well as the disconnection between theenterprise security management and project safety management. In order to improve theproject safety management level of rail transit, it is necessary to study the effectiveness ofsafety management.This paper introduced the safety management theory of construction project, thecasualty accident cause theories, and the experiences in safety management of constructionproject in the developed countries. By investigating the migrant workers’ safety educationsituation, the government department, the construction project owners and constructionenterprises, the current problems of rail transit construction safety management in ourcountry were teased out. And13influencing factors which influenced the safetyperformance are given. A survey questionnaire containing the13factors was designed forthe relevant departments and enterprises. The factor analysis method was used to analyzethe research results. The13factors were divided into3groups, the important degree of thefactors is arranged, and the formula for the effectiveness of the safety management is given.Nine enterprises were selected to fulfill the questionnaire survey for the managementmeasures they had taken in the under construction or completed projects. According to thecalculation formula, the total score of safety management was calculated and a curve fittingmodal was established of the score and the times of crisis within the project in recent years.Finally, according to the research and analysis, suggestions were given as follows:strengthening the security responsibility of rail transit construction enterprise, settingstandards for construction safety, constructing the safety culture, focusing on the safetymanagement in early stage, and strengthening the supervision of the governmentdepartment.Previous research usually concentrated in shipping, airlines or transportation, butrarely in rail transit construction projects. This paper comprehensively analyzed the factorsinfluencing the effectiveness of rail transit project safety management. The factor analysismethod is used to analyze the influencing factors and the important range of the factors.The research conclusions of this paper may be used for related departments to developsafety management measures, and improve the safety performance.
