At present, rural road construction has a series of problems, such as low technicalgrade, poor route line, narrow pavement, low-level pavement standard, weak ability ofresist disaster, lagged technique of maintenance and management. These lead topavement durability poor and seriously damaged. In addition, in the case of limitedconstruction fund of rural road, rural road construction often only pays attention toinitial investment, and ignores vehicle operating cost and maintenance cost after roadconstruction in Chongqing city. It has caused road use function, use quality to drop andmaintenance costs to increase, which seriously restrictes the sustainable development ofrural road. This paper systematically analyzed the questions above. Based on this, itdiscussed the countermeasure to promoting pavement durability of rural road fromconstruction, maintance and managementFirst, conditions of pavement using, typical type of pavement structure, trafficvolume composition, situations of maintenance and management in each district andcounty of Chongqing are surveyed. Based on that, it analyses the main factors ofaffecting rural road use performance, this provides some basis for promoting pavementdurability and controlling the diseases.Then, the underinvestment of funds for rural road construction leads to be seriouslydamaged for pavement and maintenance costs to increase later, according to this status,this paper elaborates the disadvantages of traditional construction cost analysis for ruralroad and dissectes the each part (initial construction cost, maintenance cost later, roaduser cost) in Life Cycle Cost and its calculation method applying to the theory ofengineering economics. Based on this, it puts forward the analytical model of life cyclecost, and uses this model to conduct technical and economic comparison in detail fortwo typical pavement structures. The example analysis shows that this life-cycle-costingmodel has great practical significance.At last, aiming at the status of rural road construction and maintenance inChongqing city, it analyses the common problem. The countermeasures of extending itsservice life are put forward based on the maintenance and management, such as settingup maintenance company, unlimited testing station, facilities of limiting vehicle inwidth and hight, longitudinal slope of administering overload naturally and so on. Itexplains in detail the content and standard of maintenance and management and theselecting of preventive maintenance treatments, it determines the best optimal timing ofpreventive maintenance treatment application which suitable for Chongqing area.
