With rapid economic development in China, the ecological and environmental problem have become the "bottleneck" which blick the economic and social devel-opment. As a resource-intensive industry in our country, the highway transportation industry has caused quite a pressure. to the ecological environment. During "the Twelfth Five-year" period, tasks for the traffic industry is difficult, and it is an important work to coordinate the relationship between highway construction and ecological environment protection. The evaluation of the whole cycle of the quide design, the construction and the operation of the ecological hinghway transportation help to guarantee the organic fusion of the highway transportation project and the ecological environment, to guide the design of environmental protection, to strengthen the environmental management, to provide a guidance for social and economic development in a region, to promote to create environmentally friendly highway transportation industry, and to achieve harmonious development of the highway transpotation system and the ecological environment system.First of all, the influence of highway transportation to ecological environment is analyzed by this study from both positive and negative effects. According to the relationship between the ecological environment system and the highway transportation system, the concept of the ecological highway transportation is analyzed. Accordingly, the developing goal of ecological highway transportation that is "Green, Energy saving, High efficiency, Safety, Economy" is put forward. Secondly, according to the analysis of the ecological highway transportation, the CSBMD index system framework theory consisted of two large systems and three levels is established with five functional requests of the ecological highway transportation. Accordingly, preliminary results of evaluating index are determined. Then, the traditional ISM model is innovated for selecting the evaluating index, and eventually the ecological index system of highway transportation with five major categories and31indicators is determined. Thirdly, according to the request of the ecological index system of highway transportation, Vague sets and the extension matter-element evaluation method are combined, and the evaluation model of the Vague complex elements is established, which can be adapted to a variety of evaluation types. The freedom structure entropy weight method is firstly proposed, which is argued from aspects of theories and cases. Ultimately, an evaluating method for ecological highway of a free structure of entropy-Vague complex evaluation model is formed.Finally, take the section from Tianbao, Zhangzhou to Jiaoyang, Longyan which is in the Xia-rong highway as an example, a comprehensive evaluation for the ecological highway transportation is carried on, and the subentry evaluations are analyzed, and the practicality of the index system is demonstrated. Then, multiple cases of the index value in this case are respectively and contrastively evaluated, and the adaptation of the evaluating method to different index types is discussed. |
