The operating mode and frameworks of BOT projects are becoming moresystematic and standardized with increasingly struggles in the international competition.The International engineering sector and the financial sector treat the development ofBOT project as a global tendency. Nowadays, Chinese highway mileage ranked secondwill continuing this trend of rapid development. However, capital demanding forhighway construction is often over the governmental ability to pay, especially indeveloping countries which appear to be inadequate in financial resources. BOT modelwhich matches the needs of our construction will significantly improve thetransportation facilities; ease the pressure on government finances and active socialcapital.For reality, it is not a long time and lacking of experience for our highwayconstruction project by BOT-based manual. In operating process, it is difficult to guidedecision-making and implementation by operational goals due to the relativelyseparation of the construction phase and the operational management phase. Becauselacking of value-added management techniques and methods operational forconstruction-operation integration, it is not able to achieve the "win-win" goal for everyinvolved participant and to maximize the value of the project.Therefore, in this thesis studying highway BOT project value-added managementtechniques and methods has important theoretical significance and application value.Here, based on analysis the problems of highway BOT project management, this thesisraised the importance of the value-added BOT project management and applied projectintegrated management and value management theory in the value-added research.Through SNA (Social Network Analysis) we built value network team and highwayBOT project value net centered the project company. Consequently, we introduced theintegrated value-added approaches. In order to further better guide and improvevalue-added highway BOT project management, this thesis built evaluation systems andevaluation models which are based on the DEA about BOT project value network teamand BOT project value-added benefits. Meanwhile, this thesis evaluated the value-addedmanagement process and feedback results to improve sustainable value-added ability of the project.
