Fuhe River Basin own to Southern humid region, whose water resources is richrelatively. The main crop in this Basin is rice, and there are2million mu farmland ofthe area of Jin Lin canal, Yi Hui canal, Liao Fang irrigated area, Ganfu Plainirrigation area to water, which results to agricultural usage high. So water resourcesdevelopment and utilization level is high in Fuhe River basin in JiangXi province.However, this paper found that it has various water shortages in the Basin, such aswater resources shortage caused by the annual and intra-annual stream flow change;engineering water shortage due to the lack of water supply facilities and engineering;quality-induced water shortage because of pollution; and manageability watershortage. So, the study on water resources carrying capacity in Fuhe River Basinprovides a basis for policy-makers utilizing and collocating river runoff rationally,and is of great significance on water resources management stringently and controlsustainablely.Guided by the principle of sustainable development, this paper expoundedwater crisis from the international and domestic situation of water resources situation.Against this backdrop, it is necessity to study water resources carrying capacity inFuhe River Basin as it has various water shortages. The indexes and wavelet methodwere used to analyze the time-varying and periodic variation characteristics of runoffseries; analysis of runoff variation was based on the monthly precipitation series ofthe basin. Usable water resources of11counties (districts) in Fuhe River Basin inthree different level years (50%,75%and95%) were calculated by hydrologicfrequency analysis. Current water demand was obtained by using the quota method,the water demand of programming years was obtained by using routine predictionmethod, then by anglicizing the relation of usable water resources and the demand,the paper calculated maximum supportable population and economy quantitatively.From the condition of water resources, the tension of water demand by society, thesystem structure between water, economy-society and environment, based on theprinciple of choosing the evaluating index system and some references, theevaluating index system was established. With the evaluation of the levels of FuheRiver Basin, the results showed: ①Despite the rich water resources in Fuhe River Basin, its annual and intra-annualstream flow changed a lot, and runoff variations of Fuhe River existed multi-timescale, there was a34~35–year dominant cycle and6-year,11-year,23~24-yearsubdominant cycles.②Current water demand dominated by agricultural water, about80%of the totalwater consumption. In programming years, agricultural water would appear negativegrowth, whose water-saving was used for life and others, while the proportion ofindustrial water and tertiary water was rise because they had strong developmentpotentials.③there is a contradiction between usable water resources and the demand forsocio-economic development. Upstream water was rich, but its demand was small.On the contrary, water demand at downstream regions was large, and the amount ofwater produced by downstream regions was insufficient to meet the requirements oflocal life and production. As a result, there was not extra water to irrigate120mufarmland of Ganfu Plain.④The water development and utilization showed huge potential and it wouldremind considering water saving in the near future, while it would decrease at thelong term. General trend of the water resources carrying capacity in11counties(districts) in Fuhe River basin was upstream areas were higher than downstreamareas, as a result, water would be contended between upstream and downstream,right and left. So, specific measures and suggestions about improving waterresources carrying capacity in Fuhe River Basin were given hoping to put off thedata of Overload of water resources.
