In today’s society, population, economy, resources and environment for sustainable development are faced with major problems and have become more urgent issues to be solved; in the context of intensification contradiction between the growing shortage of resources, human social development and environmental degradation, party and state leaders propose the construction of economical society. Colleges and universities in China in accordance with the Energy Conservation Law are the key energy unit, with the gradual expansion of the scale in colleges in recent years, the increase in energy costs and energy consumption growth have stricken the attention of the national leadership or decision-makers who attached great importance to the construction of University Campus. They take that saving critical governance mechanism, and assess the saving is very important to campus construction.Based on the analysis of saving the campus of university status and assessment of the importance of building, this paper makes a study on college saving and evaluation system of campus construction and evaluation of models in-depth system. First of all, based on the analysis of saving campus and problems of evaluation of practice, in combination with other scholars, such as the gray system theory theoretical results related to evaluation theory, the focus is analyzing the using gray theory and technology assessment of campus construction in saving the necessity and feasibility of evaluation practice, and index system for theoretical methods applied to determine the campus and university-saving building practice to adapt to gray system theory-based evaluation index system. The index system includes a power-saving, water, land, materials, renewable energy, school building construction saving, environmental protection, management, publicity and other aspects of indicators. On this basis, taking into account the constructed multi-level index system as a comprehensive index system, we use of AHP to the index weight. Following this, considering the uncertainty of target indicator system, the gray system theory a comprehensive assessment of evaluation methods are based on gray system theory of saving campus evaluation model. Finally, the proposed savings based on gray theory-based evaluation model campus construction evaluation practice on a particular university to verify the feasibility and effeetiveness of the model.In the theoretical analysis and empirical analysis, based on the problems from the increasing propaganda, a sound system and improvement of the supporting system and other aspects of the existing system to achieve the construction of university campus-saving basic ideas and measures are suggested, which is to improve the utilization of university resources and the achievement of university laid the foundation for sustainable development, and from the increased publicity, a sound system and improve the supporting system, and the angle of the corresponding measures for improvement and recommendations as well. This study on the construction of college campus saving the sound development of the theory and practice, has an extremely important theoretical and practical significance.
