Study On Policy Changing Of Shenyang’s Underground Space

The development and utilization of underground space development and utilization of underground space policy is the important basis for the policy, only reasonable use of underground space to promote the benign development, will make people’s life quality has been greatly improved. This paper, using Sabatier’s advocacy coalition framework theory, discusses Shenyang City Hall underground space management policy change problems, causes and countermeasures, in order to improve through the study of Shenyang city land utilization rate, stimulate city land resources economy, constantly improve the city’s ecological environment and people’s living environment.The thesis is divided into five parts. The first part is introduction. Mainly introducing the planning of city underground space research situation at home and abroad, summarizing the research of the characteristics and laws, clearing the paper’s research purpose and significance, researching direction and train of thought, as well as the research method. The second part is the concept and theoretical interpretation. Definition of underground space, underground space policy and policy change concept; to elaborate Sabatier’s advocacy coalition framework theory, and the underground space policy and advocacy coalition policy change theory correlation analysis. The third part, taking Shenyang city underground space as an example, combining Sabatier’s advocacy coalition framework, to discuss Shenyang city underground space management policy changes the historical process and current situation. The fourth part, taking Shenyang city as an example of underground space of Shenyang city underground space policy, existing problems were analyzed, from the changing policy, the changing content of process, the changing objective aspects, to analysis of Shenyang city’s underground space management policy changes of the cause of the problem. The fifth part, combined with the actual management of underground space in Shenyang City raises the methods to solve the problems and the countermeasures.In this paper, using literature research method, theoretical analysis, normative analysis and empirical analysis is to study Shenyang city’s underground space policy change. This paper is on the innovation view to improve Shenyang city’s underground space management policy, which is to improve Shenyang city’s underground space utilization efficiency and to promote Shenyang city building, and has a certain referential significance.
