Gateway energy meter is an important basis of trade settlement between powergeneration enterprises and power grid enterprises, between different power gridenterprises, and between power grid enterprises and users. It is a measuring instrumentswhich is required to have national compulsory verification. The gateway energy meterswhich are installed at crucial gateway metering points such as power generation,inter-regional power transmission, inter-provincial power transmission and largeconsumers need field detection at least once per three months. There are thousands ofgateway metering points in Sichuan province which are widely distributed and installedon every power plant, power exchange points and large consumers. Because of theintensively distributed small hydropower plants, most of which repose in the remotemountainous areas, There are four times field detection per year and each requires atleast two detection staffs and a driver; a lot of time is spent on the journey to and fromthe site; therefore manpowered and material cost is relatively high. Gateway energyMeters field detection can only be performed one by one and have a heavy workload, acumbersome and complex workflow. Field operations must be hot-line work, thereforethere is a certain security risk, which would bring great potential safety hazard to thesystem even because of a slightest mistake.Targeting at the problems existing in the technical supervision and management ofenergy metering device, this project involves the smart grid technology of State GridCorporation and uses intelligent design to implement real-time online automaticacquisition of metering device’s electrical parameters variables. Remote monitoring,calibration software is modularly designed and implemented in C/S structure tominimize the server-side operation pressure. By using the standard, high-precisionintelligent energy metering chip to analyze and calculate the real-time error of energymetering device, error analysis, online monitoring and remote alarm functions areimplemented; meanwhile the interface to the SG186marketing data managementsystem is completed and a set of energy metering device online monitoring and remoteverification system is formed which includes on-site installed three-phase standard power meter, low impedance current switching device, non-contact high-precisioncurrent clamp and remote monitoring calibration software platform. A full-life-cycleerror analysis, condition monitoring and data analysis of energy metering device isimplemented to detect the secondary circuit failure, CT, PT, energy meterout-of-tolerance phenomenon, which can minimize fault handling cycle and providereasonable basis for retroactive energy. The work efficiency of energy metering isgreatly improved; the reliability of energy metering device is promoted; and thestandardization of the energy metering device management is completed.
