| Although passed by the Yangtze River and Han River and named as the Province of Thousand Lakes", Hubei Province only possess2/3water resources of the national average2100m3per capita. As the development of industrial and agricultural production development combined with the extensive water use, serious water waste. ecological degradation and water pollution has become the constraints of economic and social sustainable development in Hubei province. It is an urgent demand to change the way of water use and to improve water management, to build water-saving society and to promote sustainable economic and social development.According to the Water Law, water management should combine the total water control and quota management system, which is a basic institution of water management in China. It is an important issue for the water management section of government in different level that how to achieve total control and quota management jointly and how to strengthen water quota management of water resources in recent years. With the support of water-saving society construction research project aided financially by Water Resources Management Centre of the Ministry of Water Resources of PRC in2011, based on management science, statistical theory, and combined both qualitative and quantitative analysis, this thesis analyses the preparation, application and management of the water quota systemically, describes the effect of water quota management theoretically and practically, demonstrates the necessity and feasibility to strengthen the industrial water quota management in Hubei Province. All the results will be of important significance for industrial use of water in Hubei Province.The thesis is composed of five chapters. In the first chapter the introduction, where the industrial water quota management as well as domestic and international background, the purpose and significance etc. were described. In the second chapter, industrial water quota management factors were analyzed. The main factors that effected the industrial water quotas were analyzed that included technology and equipment, management, education background and experience of personnel, etc., which related to the productive forces and production relations, and many other areas. In the third chapter, status quo of industrial water from Hubei Province, the industrial water use efficiency and water quota establishment was researched systematically based on the status of industrial water use in nowadays. The principles and methodology for the water quota in Hubei Province was put forward. The case study for the industrial water quota standard and the water quota results was presented so as to combine the theory with the practice. In the fourth chapter, the industrial water quota management application and practice in Hubei Province were concerned. The case study of industrial water in Hubei Province was further discussed. The importance and possibility of water management based on water quota and the related economical, ecological and social benefits were analyzed so as to combine the theory to practice. In the fifth chapter, conclusions and discussions were presented. It was systematically summarized for the whole thesis. And it is pointed out that there are many issues should be researched in industrial water quota management such as the water quota assessment mechanism, the water pricing mechanism, the price leverage and management combination etc. Finally, it is came to the conclusion that, with the increasing of importance of water resources in the social economy and in every day life, the water quota management will play an very important role in the allocation of water resources, in the increasing of water use efficiency and the improvement of ecological and environment. |
