The contradiction between supply and demand of water resources has become increasingly prominent. In recent years, our country is vigorously building a conservation minded society, city water conservation work has become an important part of creating a conservation oriented society. Kunming city as a serious water shortage city, how to solve the contradiction between supply and demand of water resources shortage and become the primary task of water-saving work in the city at present. Making water quota as the basis to actively carry out water-saving work is a necessary requirement to solve the shortage of water resources in China, and it is also the objective requirement to carry out water-saving management mechanism reform. The University as a special unit of water, the water is relatively large, water saving work of colleges and universities to carry out the situation will directly affect the creation of water-saving society. Kunming city currently has no college water quota, this paper will study this issue.This study carried out on the basis of the Kunming city planning and Water Conservation Office of quota work in some industries in Kunming city on the water. First, using the software of SPSS correlation and partial correlation analysis of the factors influencing the University of Kunming city water, the water quota for standard number formula, through analysis of characteristics and regularity of water water in Kunming, then on this basis the per capita daily water consumption in Kunming city colleges and universities use the water balance test method two time average method and probability calculation method and analogy to other provinces and city water quota calculation method. Considering the different types of colleges and universities have a large difference in water, put forward the concept of adjustment coefficient and the water for each category to be amended, the corresponding adjustment coefficient of water quota, water saving in different scenarios in the implementation process (optimistic scenario and pessimistic scenario) proposed adjustment coefficient in different stages of implementation Kunming City. Kunming city has a final accommodation canteen of colleges and universities water quota of 120 L·(人·d)-1. The adjustment coefficient 0.80~1.30, the adjustment coefficient in sports university is 1.30, the adjustment coefficient of medicine, Agronomy College of 1.10, comprehensive adjustment coefficient, and law, engineering colleges is 1.00, the adjustment coefficient of normal, art, national economics, University of 0.80. In order to fully play an important role in the water quota management of water resources and water conservation work in Kunming City, this paper also discusses the water quota compilation basis, principles, objectives and principles, the implementation of water quota amendment and management measures. At the end of the thesis, the author of the present situation of water potential and water saving in Kunming make analysis and put forward corresponding measures for water saving.Through the research on the preparation of the water quota in Kunming City can understand the status quo of College water saving potential and the existence, for the further development of advanced, reasonable, feasible water quota basis, improve the utilization efficiency of water resources, help promote the establishment of a sound mechanism for water management, a full range of efficient plans to carry out water conservation work.
