Reserch On The Compilation Of Water Use Quota In The City Of Tianjin

Water Use quota is the foundation for administration section to measure or examine the practices and evaluate water use level of a certain unit.And it is also the precondition and basis of raising the utilization rate of water resource,easing the supplies and demands contradiction of urban water resource,and carrying out water planning or water saving.This paper carries out a research on urban water use quota compilation with Tianjin as an example.Main research works are as follows:First,combining with advanced water management framework both at home and abroad,aiming at the economic and social developments and the present situation of Tianjin,work targets and research method of water use quota compilation in Tianjin is proposed with water use quota as the examination index of water saving.Secondly,according to the water characteristics of Tianjin,water use is divided into three parts:industrial water use,urban living water use,agricultural water use.By combining specific testing data on water balance,typical condition of water using in main pillar industries is investigated.Combining integrating empirical method, statistics analytic approaches,analogy and technical measurement method,water use quota of industrial water supply,urban living water using or agricultural water using is developed based on the standard of water using and supply compiled by the concerned departments of other cities and provinces,which is suitable for the characteristics of resource status and industrial structure of Tianjin.Thirdly,the present water saving status and existing problems about urban water use of Tianjin are analyzed.Based on the urban water use quota proposed in the second part,water saving potential of industrial water use,urban domestic water use or agricultural water use is quantitatively analyzed in this part.On the basis of summarizing the full text,considering the influence of water use quota towards the water units,rural development,urban water conservation,water resources planning and management,and urban development,promotion role of water use quota compilation in water-saving society construction is analyzed.Finally, combining the progression price markup system of the new《Water Law》,application prospect of the urban water use quota is analyzed.
