Primary and secondary schools are generally built in the relatively large time span, part of the school building was built in the early incomplete architectural drawings. The seismic qualification of primary and secondary school buildings and reinforcement generally commence in the summer. It doesn’t disrupt the normal teaching. From this perspective, the seismic qualification of the primary and secondary reinforcement is lack of time and mount of task. The traditional reinforcement mainly by increasing the cross-section of the load-bearing elements, bonded steel, additional wall strength and stiffness of the original structure. Usually also necessary to strengthen the foundation, at the same time increasing the member section will be compressed using space, long construction period, labor costs are also higher. Energy dissipation reinforcement technology as one of the world’s most advanced reinforcement technology, has a damping effect, the advantages of the original structure, a small amount of engineering, has unique advantages in primary and secondary schools reinforcement works with irreplaceable.It is summarized a variety of building types of the primary and secondary damage characteristics, briefly describes the classification and development of passive energy dissipation. Described in detail the theoretical basis of the energy dissipation reinforcement and structure analysis of primary and secondary schools additional damper reinforcement methods, principles, reinforcement processis is also discussed.After that, it is combined an engineering application of a school building, which is entirely calculated by using the software as SATWE, combined with the results of seismic qualification to determine concrete reinforcement. According to traditional strengthening methods to increase the cross-section of the building one by one member, it will bring a large amount of projects with longer construction cycle. At the same time, increasing the column section will reduce the use of an area of the building, and the last comprehensive consideration, decided to adopt energy dissipation reinforcement technology seismic reinforcement of the original structure. By ETABS, model of the structure is established. The original structure and reinforced structure with viscous dampers minor earthquake effect elastic analysis and rare earthquake elastic-plastic analysisis are carried out in this paper to study the dynamic characteristics of the structure, seismic performance and energy-consuming effect of the damper. The results show that the original structure does not meet the specification requirements, the energy dissipation damping system can better control of lateral displacement, under rare earthquake dampers start the energy consumption to meet the requirements of the earthquake does not fall.At last, according to the problems in the process of research and engineering application, this article brings forward the further development orientation of this field and its difficulties and problems which need to be solved.With energy dissipation devices reinforcement technology is one of the world’s most advanced reinforcement technology, has a damping effect, small changes to the original structure, short construction period, etc. At the same time, damper is easy to construct, easy to manufacture and less demanding on the production.If widely used in security procedures of primary and secondary schools, this technic will achieve good economic and social benefits and the promotion of the seismic technology has far-reaching significance.
