The station signal interlocking equipment is an infrastructure of the rail transport system,which ensures traffic safety and improves the efficiency of rail transport. With therequirements of railway overloading and high-speed, the signal interlocking system not onlyensures the safety-operation of the train, but also plays an important role in improvingtransport efficiency.The rail transport system has been playing a large-artery role in the entire nationalproduction and daily life, especially in the event of natural disasters or war, and workingvitally in the course of rescue and combat readiness. The railway signal control system is thecontrol center of the railway transport, once destroyed, it will directly lead the entire transportto be paralyzed. In order to restore normal driving in a variety of accidents in the shortestpossible time, and to reduce the losses to a minimum, it requires railway emergency systembe able to respond to emergencies quickly and organize the rescue effectively, which ismainly for the safety of the railway transport. Because the awareness and disaster reliefcapacity of both government and the public has been improving, we need more adequate andprofessional technical and equipment support, when face major natural disasters, we have toput the research and development of the emergency equipments of various industries on theagenda gradually. We have clearly considered that the transportation security and emergencysupport is a priority to the development of the transport industry in the "national long-termscientific and technological development plan2006to2020", hence it is of practicalsignificance to research and develop of "the station signal emergency interlocking system"which can adapt to rapid disaster relief in the aftermath of natural disasters, but also work as atemporary transition interlocking unit in construction of the renovation and expansion of thestation signal system in peacetime.The project is based on mature computer interlocking system, to research and design anoverall program of the rapid railway signal disaster relief emergency control system, whichcan be used in severely damaged situation and be able to adapt to different sizes, differentstructure-stations intervals. The difficulty of the project is related to how to study and solvethe rapid assembly, versatility, safety and reliability and other key technologies in the railwaysignal control system, and to develop a fast, convenient, flexible, re-erected railway stationsignal emergency control system in a matter of hours.The topic of this paper is based on the LDJLZ-II-all-electronic execution unit, which isdesigned by the Ministry of Education Key Laboratory of Optoelectronic Technology andIntelligent Control, located in LanZhou JiaoTong University, and produced by LanzhouDacheng Railway Signal Co.. The all-electronic execution unit using computer technology, electronic information technology, power electronic technology and automatic controltechnology, it replaces the6502electric-centralized system that makes safe relay as a controlunit in circuit, and it combines with the interlocking computer to complete the final controland acquisition functions of the computer-linked-interlocking system. The execution unitdesigns product according to closed-loop control, anti-interference protection, software,hardware double-checking control, double-breaking control and other security technologies, itpossesses over-current protection, fault diagnosis, intelligent handling and numerousintegrated functions, it meets the principle of fail-safe in signaling equipment.The project discusses the station emergency interlocking system which is based on theall-electronic execution unit, and accorrding to the emergency rescue, technical characteristicsof construction and transition, and technical requirements of the civil air defense, to designthe overall program of signal emergency control system, the system meets the requirements ofthe emergency rescue, it solves the practical problems existed in unusual state of the stationsignal system, it fills the gaps in the domestic railway signaling emergency rescue, it hasimportant social significance and economic benefits.
