The contradiction between road traffic accident and development of urbanization and thegrowing number of population is serious. The number of private car increase with improvingof people’s living standards. Urban transport is facing great pressure. Almost all of the citiessuffer from the traffic congestion in different degree. At the same time,the death toll rapidlyincreased every year due to the frequently occur of malignant traffic accident. Clearly, theroad traffic accident has become one of the most serious influence factors of life.Emergency rescue of road traffic accident could reduce the number of death and injured,limit the damage to property in maximum,and restore the traffic quickly. Kinds of rescueforce must quickly response for the accident when it happened. In this time, the purpose ofthe rescue work is to reduce the loss caused by the accident to minimum, to achieve thebenefit maximum of the rescue work. The rescue task cannot be completed by single or a fewdepartments which could offer to help when the accident occurred. To obtain satisfactoryresults, all departments need collaboration.The optimize allocation of rescue vehicles is very important in emergency rescue whichprovide support to road traffic accident. As a part of traffic flow, the rescue vehicles must beinterfered with the real time traffic. If the shortest distance is just as the only factor consideredin rescue route, the route will be uncertainty by the influence of traffic flow. That will makelarge effects on the entire rescue response time. Therefore, it is an important to how toascertain the rescue route when the accident happened. This route which could support therescue vehicles safety, shorter distance and comfortable surroundings is significant inallocation. In the past, the allocation of rescue route is always researched from theperspective of time and distance. However, the influence of the traffic flow in the route ofrescue vehicles is considered less.In this paper, the influence of distance, unblocked and safety for rescue vehicles inallocation will be considered simultaneously. The model of this issue which is amulti-attribute problem is built by decision method. By model transforming, themulti-attribute problem could become a new single-attribute problem. The result of this newobjective function can be obtained by Dijkstra algorithm. The target of the objective functionis to achieve the biggest function value. At the last, the feasibility of the method built in thispaper is proved by an example. The research of this paper is vital important for allocation ofrescue vehicles in road traffic accident.
