Study On POE Of Rural Road Infrastructure Projects In Shanxi Province

During the period of the Tenth Five-Year Plan, State department of transportationlaunched the largest rural road infrastructure construction project since the founding ofthe PRC. The investment of rural road construction was about417.8billion yuan, andtotal mileage reached600000kilometers in this period which with the most investment,fastest construction speed and the longest mileage in it in the history of the developmentof rural road. Rural road which located at the bottom of the administrative managementhas a large number and wide distribution, and the evaluation and summary of roadcompleted were often neglected in such a rapid development period. It’s appearing aseries of quality, environment, safety and other issues because we could not reallyunderstand the users’ feelings and needs.In this paper which based on the shaanxi rural road infrastructure constructionsituation and combined with evaluation theory and from the user’s perspective, afterusing evaluation model suitable for rural roads is built and the evaluation of satisfactionresults of rural roads which has been built is made. Combining with the evaluationresults, to analyze the problems existing and severity shortage in the development ofrural road construction, and put forward the corresponding optimization suggestions toenhance using satisfaction of rural roads, rural road design specifications model, andimprove the quality of road construction, promote the scientific administrative functions,and improve the consciousness of public participation in road construction.First thing is to determine the evaluation objects in the process of rural roadpost-occupancy evaluation. Three typical villages in Shanxi Province were selected inthis paper which are Hougou Village of Qianyang county in Baoji, Xingping Village of Shiquan county in Ankang, Mengjiawan Village of Mengjiawan township in Yulin.Secondly is to build a evaluation model, analysis the construction of rural roads, and tobuild suitable evaluation model for rural roads combined with the existing researchresults, Thirdly, is the application and evaluation of the case. To start the comprehensivepost evaluation of satisfaction in actual case using, and quantitative evaluation datathrough the field visit and questionnaire survey and then get a fuzzy comprehensivesatisfaction level of the case. Finally, to propose optimization suggestions forimprovement, and the comprehensive analysis was conducted among three cases basedon the conclusion, and then give the suggestions with universal applicability of ruralroad infrastructure projects in Shaanxi province.I hope this research can provide some reference for the future construction of ruralroads.
