Research On The Evaluation System And Management Mechanism Of Residential Building Energy-saving In Shanxi Province

With the acceleration of the process of our country’s urbanization, the investmentof urban infrastructure construction continues to increase and the construction industryhas become a pillar industry of the national economy. However, the proportion ofbuilding energy consumption in the total energy is increasing at the same time. In orderto achieve the sustainable development of the society, the energy-saving target isproposed in the12th Five-Year Plan of China and Shaanxi Province, which sets forthrequirements for building energy-saving in Shaanxi Province. Evaluation of buildingenergy-saving is an effective method to promote the healthy development of the work ofbuilding energy efficiency, but there is not a complete, reasonable and practicable theevaluation system for Shaanxi Province. Therefore, this paper studies evaluation systemof residential building energy-saving and makes recommendations on managementmechanism of building energy-saving in Shaanxi Province.Firstly, this paper analyzes the residential building energy-saving evaluationindexes mentioned in domestic and international literature, and referring to buildingenergy-saving standards and norms enacted by the country and Shaanxi Provinceestablishes evaluation index system for residential building energy-saving of ShaanxiProvince based on the principles of constructing; secondly, by the fuzzy analytichierarchy process and information entropy techniques this paper determines the weightof each evaluation index in three climatic partition of of Shaanxi Province; Then, thispaper utilizes the method of fuzzy comprehensive evaluation to build comprehensiveevaluation model, and the evaluation system of residential building energy-saving inShaanxi Province is formed. By applying the evaluation system to an actual case in Shaanxi Province, this paper confirms its applicability and rationality; finally, this paperstudies the management mechanism of building energy-saving in Shaanxi Province andmakes recommendations in order to promote the development of building energy-savingin Shaanxi Province.The evaluation system this paper builds is helpful for the government departmentsto realize the important link and examine the energy efficiency. And it is helpful for thedeveloper to choose a program which is better at saving energy and recognize thecontrol points. The recommendations on management mechanism this paper makes areconducive to the healthy development of building energy-saving in Shaanxi Province.
