Small towns in medium-sized city fringe are in impact of the urban and adjacentrural area in the certain economic area. Their development and dynamic mechanismscan not completely follow the traditional towns’. Recent years, the planning of suchsmall towns lack of theoretical research and clear strategic idea to guide, lack ofconsideration of the combined effects of rural and urban areas, and their developmenthas fallen behind relatively. Therefore, we need to conduct systematic research, startingfrom the city’s overall optimization and the perspective of the urban-rural integration, toachieve joint development of small towns and regions.Based on the above understanding, this article aimed at the harmoniousdevelopment of small towns and urban centre, taking Gushi, Jiaoxie, Yangguo andQiaonan of Weinan City for examples, studied on the systematic method of small townplanning and development. First, it combed reality problems of small towns inmedium-sized city fringe, and analysed present situation and problems of typical fourtown combing actual cases. second, on the basis of the analysis of bi-directionalmechanism for small towns and medium-sized city, it provided power support for smalltowns in city fringe area. Again, this article studied development modes of small townsin Weinan city fringe area under urban-rural integration, including overall target, andindustry path, and space structure. Last, Combing practice cases of four towns, theauthor proposed planning strategies of small towns in Weinan city fringe area underurban-rural integration, including strategies of industrial development, spatial layout, social transformation and ecological construction. It has reference meaning to thedevelopment of other small towns in the new period.
