The eighteen report stresses that we should adhere to new urbanization with Chinesecharacteristics. We should promote positive interaction between industrialization andurbanization, coordination between Urbanization and agricultural modernization.Also,thereport stresses that it is important to promote the simultaneous development ofindustrialization, information technology and urbanization. Thus, the new urbanizationbecome a hot topic. After Xiaotong Fei propose the idea of ‘small town, big problem’ inthe1980s, small towns in southern Jiangsu have been considered to be a typical case andbecome the focus of the study subjects. In the21st century, the development of smalltowns in southern Jiangsu has entered a new historical stage. Urban system has beenformed in southern region. Urban and rural economic integration, transport integration,integration of life are being formed.The paper firstly complies the theory related to Urban-rural integration abroad. Then,it discusses the connotation of urban-rural integration, and introduces the research status ofurban-rural integration of southern Jiangsu. In the second part, the paper firstly describesthe three stages of the development process of urban-rural integration of southern Jiangsu.Secondly, the paper points out that the small towns in southern Jiangsu have entered theperiod of transition. Small towns are facing with a variety of opportunities and challengessuch as the introduction of new theories, the adjustment of macroeconomic policy and thechanges in the land market. The third and fourth chapters are the focus of chapter thesis. Inthe third chapter,the paper firstly describes the characteristics of the small towns fromforth angles,that is, the planning background,the planning objectives, planning principlesand the overall layout of these towns. Secondly, these chapters classify the developmentmodel of small towns in accordance with the developers and power sources, study theapplication of these models in small towns of southern Jiangsu. Finally, the paper brieflynotes the typical problems of small towns, such as, the ulnerability of land supply system and the dyssynchrony between urban planning and the development of economy. Finallythe paper put forward some corresponding countermeasures.The paper brakes through the standpoint and thinking habits of traditional urbanplanning. It makes a rational thinking from these perspectives such as development modeland Land System. It is the latest study and analysis for the small towns in the cities whichare the first to implement the integration of urban and rural areas.It is expected to providetheoretical and practical reference for other areas in China.
