Promoted Policy Study Of Regenerated Technology Of Asphalt Pavement Based On Cyclical Economy

As the highway entering the overhaul time., massive waste road materials resultedin the serious environmental pollution and resource waste in our country. Under thisbackground, the recycling technology of asphalt pavement developed quickly, howeverlacked promotion mechanism of its police in the national scope. This has hindered thepromotion and application of energy-saving and emission-reduction for asphaltpavement to a certain extent, has hindered the development of protecting environmentand saving resource society. Therefore, it was built recycling technology promotionmechanism based on the theory of cyclic economy.The basic theory and model of the recycling economy was systematiciy analyzed inthis paper based on the comprehensive review of the application status of the asphaltpavement recycling technology. The country differences, areal variation and industrialdifferentiation were compared, pointing out the focus and direction of the developmentof recycling economy. Then the development of asphalt pavement recycling technologywas analyzed by combining quantitative and qualitative analysis, and the influencingfactors hindering the promotion of renewable technology were proposed. Finally, on thebasis of theoretical analysis and empirical research, making use of analytic approach ofpublic policy, according to the characteristics of policy in cyclic economy and actualconditions of regenerated technology of Asphalt pavement in our country, bycomparison and theoretical analysis, the dissertation puts forward the basic orientation,notion and means of promoted policy study of regenerated technology of asphaltpavement in our country.From the three main bodies of cyclical economy: government, enterprise andpublic, it was proposed recycling promotion mechanism-government leadership,economical support, legal norm, market advancement and public participation. It wascarried on a series of policy transformations and institutional innovations in economy, science and technology, law, society and other domains, was formed the coordinationmechanism of the competent authority, the building wastes producers and marketablespecialized producers, and used the supervisory role of public. The mechanism forpromotion of recycling technology provided scientific guidance has importanttheoretical significance and application prospects.
