With the acceleration of urbanization, there is an increasing exchange between urban andrural areas, resulting in a strong call for integration of urban and rural bus systems. Somecoach lines connecting rural and urban areas have been transformed into bus routes to suit thenew situation. However, many problems have cropped up in the process, due to the inaccurateprediction of passenger flows and potential difficulties. Under this backdrop, this paperattempts to solve those problems arising from this transformation process through an analysisof pertaining issues.Firstly, this research is conducted based on bus operation modes of major Chinese citiesas well as domestic and international theories on rural and urban bus system integration.Secondly, the concepts of Rural-Urban Bus System and Integration of Urban and RuralBus System are presented, and road networks for Rural-Urban Bus System are also analyzed.Thirdly, a volume-profit analysis is done by analyzing the cost of urban and rural coachlines as will as that after the transformation. The operating revenues after the transformationare evaluated through a combination of current passenger flows and predictions. Predictionsabout passenger volume are made with the assistance of a model combining exponentialsmoothing and gray prediction. Operating revenues are calculated by combining bus andcoach tickets systems. It’s expected that balance between cost and revenue can be achieved.Finally, empirical studies of several coach lines connecting rural and urban Xi’an areconducted to explore the plausibility and timing of bus transformation. Problems facingXi’an’s rural-urban bus routes are also identified while solutions are given from theperspectives of station planning, operating model, ticket system and driving training.
