Evaluation And Countermeasure Research On The Sustainability Of PPP Construction Project

In recent years,with the development of urbanization in China,the demand for public infrastructure is increasing day by day.The financial capacity of local government departments is difficult to meet the demand for public infrastructure and service level,so the PPP model is becoming more and more popular in the field of infrastructure and public services.However,because the overall investment of PPP project is large and the construction period is long,the project result is directly related to the people's life.Therefore,it is very important to make the correct investment decision and the efficient management result.The sustainability evaluation of PPP construction project can not only detect the deviation in the actual operation of the project in time.To ensure that the project can achieve the predetermined social and economic benefits to the greatest extent,to provide reference and guidance for other similar projects,and to improve the overall level of decision-making management and investment efficiency of future PPP construction projects.And then achieve the purpose of promoting the development of urbanization and improving the function of the city.In this paper,the sustainable ability evaluation of PPP construction project as the research object,takes sustainable development as the theoretical basis,and the concept of sustainable development is combined with the construction of PPP construction project through the construction of evaluation model and case analysis.The article is divided into six chapters.Firstly,the research background and significance of sustainability evaluation of PPP construction project are expounded,the research results of domestic and foreign scholars in this field are analyzed,and the main research contents,research methods and innovations of this paper are put forward.Secondly,the paper studies the theories related to the evaluation of sustainable capacity of PPP construction projects,in which the concept and classification of PPP mode are introduced in detail,and the related concepts and application significance of sustainable development are elaborated.This paper innovatively integrates the concept of sustainable development into the PPP construction project and evaluate the sustainability of the project decides from the economic,environmental,social,economic,environmental,and social aspects.Then,this paper introduces the PPP construction project of sustainable ability evaluation index system and evaluation model,select the include sustainable economic,sustainable environmental,sustainable social,sustainable technology,sustainable management five primary evaluation indexes and 20 secondary evaluation index include financial net present value,internal rate of return,payback period of investment items as the main indicators of PPP construction project sustainability evaluation,and then establish the PPP construction project sustainability evaluation system.Through the comparative analysis of various sustainability evaluation methods combined with the actual situation in this paper,it is finally decided to select ANP-Fuzzy method for quantitative analysis,and the advantages of ANP are fully applied to the project sustainability evaluation model.Then,the above sustainability evaluation model is applied to the PPP project of DLW,and the data needed for the sustainability evaluation of the project are collected and collated.Through the established evaluation system and model,the comprehensive scores of PPP project of DLW are calculated and the evaluation results are analyzed.Most The countermeasures of sustainable improvement of PPP construction project are put forward from the five aspects of economy,environment,society,technology and management.This paper hopes to provide practical reference for other PPP construction projects to achieve sustainable development.
