Black start is the restoration process after blackout of the entire power system. Duringthis process, by choosing the right path quickly to get rid of over-voltage with high peakvalue,we could make sure that black start is quick and safe. Among those kinds ofover-voltage, the one caused by the energization of no-load (or light load) lines is veryimportant which needs our attention. So this kind of switching over-voltage is investigatedin the following:A computer program using mathematical models established in the process of theblack start is developed for computation and statistical evaluation of the over-voltages inblack-start.In order to shorten the calculating time of statistical over-voltages, this paper proposesa method based on the artificial neural network and vector machine to carry out the fastdetermination of over-voltage.The comparison between the results obtained above with those of EMTP shows thatthe developing program is trustful with high accuracy; meanwhile, these two intelligentalgorithms can determine the over-voltages quickly and correctly which can satisfy theevaluation requirement of the switching over-voltages existed in the process of the blackstart.
