With the reform of China’s civil heating system, central heating energy is gradually beingrecognized and valued as a new commodity. Heat energy meter is capable of measuring heat.As one of the four civilian meters, the actual use has also been widespread concerned since itis closely related to the interests of most people. Heat meter is also called calorimeter. It is ameasuring instrument which is used to measure and display the quantity of the heat releasedby the transfer liquid in the exchange loop. With the reform of our country’s energy system,the demand for energy meter is increasing in our society. Under the support of our country,after ten years of groping forward, the development of energy industry has entered a formalroad. The situation of heat meter products from the original simple imported turn into asituation of independent research and develop; Heat meter produced by some domesticmanufacturer has reached the international advanced level. Because Heat meter is used fortrade settlement and is closely related to our livelihood, AQSIQ treats the heat meter as a keymeasuring instrument, and carry out mandatory calibration.In order to make a comprehensive and accurate calibration of the heat meters’performance, Decree No.76is issued by the Ministry of Housing and Urban-RuralDevelopment. Beijing Institute of Metrology builds the first set of heat meter calibrationequipment by introducing the water flow calibration equipment and matching thecorresponding equipment. Now, many organizations have started to develop the heat metercalibration equipment. Corresponding calibration procedures and national standards for heatmeters have been proposed in our country. But unfortunately, for the heat meter calibrationequipment, because it is something new, There is just the implementation of urbanconstruction industry standards CJT357-2010"heat meter calibration equipment " in2010.Butthere still did not exist the national calibration standard in our country, resulting in theabsence of uniform calibration methods, items, index and criterion for domestic heat metercalibration equipment.Heat meter is become popular in our country, which promote the production and researchof heat meter calibration equipment. Heat meter calibration equipment becomes the key linkduring the production of heat meter. Excellent heat meter calibration equipment not only cancalibrate the performance of heat meter reliable and accurate but also can shorten thecalibration time scientifically, reduce the workload of calibration staff and reduce errors caused by human. Heat meter calibration equipment plays an extremely important role in thedevelopment of the whole heat meter industry. However, we didn’t make the correspondingstandards and procedures for the evaluation of the performance of heat energy metercalibration equipment in our country. The joint efforts of the whole society and the calibrationdepartment are necessary.Heat meter calibration equipment is composed of hot water meter calibration systems,temperature calibration system, and calculator calibration system. According to the relevantregulations and requirements for heat meter calibration in our country, we proposed thecalibration method of heat calibration equipment which meets current requirement in China.In this method, we point out the components should be contained in a suite of heat metercalibration equipment and the calibration between these components. For hot water metercalibration systems, we proposed the solution which utilizes the combination of the massmethod and standard meter method. The traceability is easy to keep using the mass method.The calibration is time-saving using the standard meter method and the standard meter canalso worked as flow indicating instrument. For flow calibration system, the requirements ofstability and removal of air bubbles is proposed for the calibration equipment to ensure thehigh calibration accuracy of the heat meter equipment. It is clarified that standard thermostaticbath, second-class standard platinum resistance thermometers and current detection deviceshould be contained in the temperature calibration system. We carry out the calibration anduncertainty evaluation. The calibration principle is clarified for the calculator calibrationsystem.This calibration method also focuses on the control of uncertainty. After carrying out thecalibration of heat meter calibration equipment, a comprehensive analysis and calculation forits uncertainty is conducted. By real experimental data, It is proved that this calibrationmethod meet the calibration requirements of heat meter calibration equipment.The proposed calibration method of heat meter calibration equipment fully meets therequirements of the corresponding regulation of our country. It provides the necessaryverification basis for the calibration of hear meter calibration equipment. It also lays a solidfoundation for the research of heat energy meter calibration equipment.
