Urban and rural planning is a human construct on city’s physical environment with plan and purpose. It is an important part of human social practical activity. In this practice, it’s not only scientific and technical, but also political and artistic; as well as ethical. The complexity of urban and rural planning lies in a human-oriented complicated space which involving political, economic, cultural and so forth. It not only needs guarantee of laws and regulations, also takes on the practical process of ethical goals and values. Simple empirical analysis and technical control is nearly powerless to value judgments of social intrasystem. It is unable to solve some current problems of urban and rural planning effectively. With the double pressure of social transition and rapid economic development, the technical rationality of the planning shall conflict with authority and capital. Even, hardly can it get social identity. In the facing of the public criticism and doubt, planning complaints are increasing. In the process of planning practice, regulations usually provide tendency guidance of broad meaning, with extended discretion, both ethical standards and conscience are important elements for the planners to make a responsible decision. Thus, it is important to analyze the ethical dilemma of urban and rural planning from the perspective of ethics, avoid the conflict in process of administrative practice.Take the lighting right case as an example, this thesis intends to analyze ethical dilemmas which exist in management of urban and rural planning, also it analyze the conflicts in process of administrative practice. It has also discussed government’s relative responsibility in management and the formation, transfer and avoidance of planning responsibilities. Lessons should be summed up that we ought to integrate organizational structure, establish organizational culture and personal professional ethics. In the end, we can propose a model of responsible management of urban and rural planning and culture.The first part of this thesis introduces the related core concepts and theories, which including the concepts of administrative ethics and urban-rural planning management, and analyses the ethics disorder phenomenon; The second part gives a description on the types and forms of the conflicts that planners would confront, such as the conflict of power, role and interests, etc, meanwhile, also summarizes the ethic relationship between those conflicts. The third part discusses the risk-averse measures that can be used by planners, and finds out the achievement of goals of town and country planning need a combination of internal and external control, which enables the planners to solve the conflict of responsibility in a comprehensive and efficient way while making his behavioral choice. The final part builds up a responsible pattern of urban-rural planning management, provides a soft environment for planners which fits the ethical requirements. The author expects this thesis to play an actual role in the practice of urban-rural planning management in future.
