Study On The Highway Traffic Service Evaluation Based On The Comprehensive Monitoring

The highway network in China has become mature at present. At the early stage of thedevelopment they focused on infrastructure construction, ignoring the operation management,which lead the development of highway at current situation to a “heavy infrastructure-lightoperating service “status. Even more, because of the existing highway operation system in ourcountry, the highway operations department defines itself as management, rather than server.Those cause its traffic service consciousness. The traffic service quality of highway need to beimproved. Such a complex system including "man-vehicle-road" made the traffic serviceevaluation difficult. The traffic service evaluation with so complex Evaluation indicatorscovered a wide range. to achieve an objective、reliable and effective transportation serviceevaluation, the difficult can be imagined.This paper starts from the status of highway traffic service, deeply analysis the highwaytraffic service system, and rely on the existing comprehensive monitoring system as apowerful data sources, then puts forward the impacted indicators of the highway trafficservices system. On the basis of qualitative analysis of influencing factors, considering thecost of research, data acquisition convenience, the accuracy of the data sources and thefeasibility of indicators, using the method of combining theoretical analysis and field researchscreening index, finally establish the highway traffic service evaluation index system based onthe integrated monitoring system. Using the AHP method, this paper establisheslevel-structure analysis model, and determines the weight of various targets by theoreticalanalysis and experts consultation.According to the present situation of China’s highway transport services, combined withthe basic status of Xi’Han highway traffic services in Shaanxi Province.
