In China distribution of coal resources is unbalanced. Coal production areas in north China is far away from major consumption area, which is developed provinces in southern coastal areas. And about half of the production thermal coal is used for power generation. The unbalance of the production and consumption determines that the coal has to be transported from the producing area to the consumption center. In recent years, because the price of coal big rises in price adjustment, much more than the magnitude, causing thermal power enterprise power will continue to drop. So, to reduce the cost of generating electricity the thermal coal becomes main fuel in most of power plants, which leads to the long-distance transportation of thermal coal and lower economy.This article elaborates on relation of supply and demand of thermal coal and analyzes the situation of coal production and transportation. Security and economy of boiler unit operation using thermal coal with low calorific value are analyzed to resolve the problems in coal transportation and efficient utilation. This analysis is basic on experience of operation in2X600MW boiler unit.The results show that under current situation of supply and demand of coal the long-distance transportation of thermal coal results in lower transport efficiency. Reliability of coal transportation channel is low. The usage of thermal coal with low calorific value can reduces the safety and economy of operation in power plant.In this work, suggestions are proposed that laws should be passed to achieve the efficient utilation of coal and resource allocation of high quality coal. Comprehensive and stepped utilization of coal should be carried out to inprove effect of energy saving and emission reduction and synthesis in power plant. Coal storage center in railway lines need be established to secure the coal supply in unexpected situations. The transportation networks need be hardier to improve the reliability of the coal transportation channel. The mechanism for setting prices should be improved to achieve the sustainable development for power plants.
