With the rapid development of construction industry since the1990s, schedule control ofprojects is in direct correlation with the economic benefit of engineering project developmentunits and enterprises as a major content in project management, which owns importantposition especially in the commercial and industrial real estate development.Through the analysis of project schedule control status quo at home and abroad, thispaper first provides an overview of S-center and the laboratory project with the introductionof the application of old management mode about “planning, management and control at thesame time” by S-center rather than scientific schedule management methods in its first phaseof laboratory project construction process, thus leading to problems such as unclear labordistribution, low personnel quality, and random plan change of the project implementation, soas to prolong the construction period of the project plan and the increase the fund cost.Therefore, scientific project schedule management theories and methods along with scientificplanning and control over the entire project shall be applied for the fulfillment of the expectedgoals in the second phase of its laboratory project construction.Based on the laboratory engineering project of S-center in the second phase, this paperthen compiles the schedule planning of the project according to the certain project goal andconducts structural decomposition of WBS work of the project with the determination of itsmilestone, precedence relationship, work duration and responsibility distribution by adoptingscientific theories, methods, and tools of project schedule control. In accordance with thedetermined content above, the Gantt chat and network diagram of the project is then drawn byusing the software of Project with the calculation of key routes for the project. The totalconstruction period has been shortened greatly compared with the first phase of project, so asto provide basis for the implementation of further scientific project schedule control. Throughthe dynamic circulation control and monitoring for the project schedule, analysis andinspection for the actual progress and cost of the engineering project has been conducted withthe application of S-shaped curve method and earned value analytical method for schedulecheck. Besides, methods for the adjustment of project schedule have been proposed as well.Evaluation and analysis to the schedule control of S-center laboratory project has been givenlater with the assessment of the current project schedule, summary of the control outcome andenlightenment of follow-up schedule control. Finally, the paper discusses about measures thatshall be taken for the guarantee of smooth running of the schedule planning of the project,which include the organizational guarantee, fund, and overall coordination of the relationship of various aspects.Studies have shown that the scientific application of theory and methods in projectschedule management could achieve more satisfactory effect for the schedule control ofprojects compared with the first phase of engineering project management method, whichcompiles the schedule planning of the project scientifically, monitors and adjusts the schedulecontrol process of the project, and takes various measures for guarantee. Therefore, the basicidea of engineering project schedule management in laboratory engineering projectconstruction of public institutions is expected to be found out through the study of this paper,so as to provide reference for similar schedule control of projects in the future.
