Progress Supervision Network System Of The Government Investment Projects With Agent Construction System

As China gradually increased government investment in construction projects, Agent Construction System became more and more prevail. However, the imperfections of our management system and the monitoring system cause that the benefits of construction projects on behalf of government investment needs promotion.The paper carefully studied the theories and research achievements related to the supervision of the agent construction projects, comprehensive analyzed the characters of agent construction projects, discussed related monitoring mechanism and progress control methods. Based on advantages of mechanisms above, the paper issued a new monitoring ideology which is with contract management at the core and construction objects oriented. Following the ideology, the longitudinal control system from the perspective of agent and the lateral control system from the perspective of government are established. To pursue the manipuility of the monitoring system, a comprehensive information system for the progress control of agent construction projects is designed aiming at the target that makes monitoring visible. It contains four function blocks. The progress control WBS generating module may set the standards for total control for progress monitoring. The image data of progress module may vividly collect progress information and restored model through3D method based on computer vision technology. The progress measurement and evaluation module may conduct quantitative conversion and quantitative assessment of progress. The progress precautionary module may deliver warning information based on the monitoring results of the three blocks above.To some extent, the progress supervision network system of the Government Investment projects with Agent Construction System and the comprehensive information system for the progress control offset some deficiencies in progress regulatory in China. It may offer certain reference significance to perfect our monitoring system on Government Investment projects with Agent Construction.
