Research On The Problems And Countermeasures Of The Agent System Management Of The Government Investment Projects

With the rapid development and progress of China's economy,the scale of China's government investment projects is increasing day by day.China's investment structure and economic system have also undergone major changes.Government investment projects are related to the national economy and the people's livelihood.How to strengthen the management of investment projects and increase investment income has become A difficult problem in the management of the world economy.China's government investment and construction projects have long followed the traditional management model under the planned economic system.Its drawbacks have seriously affected the healthy development of the market economy.Agent construction has been an important measure for optimizing the management of government investment projects in China,and has achieved "investment,construction,management,operation" multi-integration gradually separates and transforms the functions of "investment,construction,management,operation".However,due to the fact that the generation and development of the agent system is not long enough in China,it is in the short-term and pilot stage.The management system under the agent-building system has just started,and there are certain problems in theory and practice.This thesis focuses on the innovation and development strategy of agent system based on the disadvantages of agent system management.Starting from the definition of government investment project,this thesis expounds the history,type and characteristics of government investment project management mode,and puts forward the significance of improving and innovating the government investment project management mode.This thesis analyzes the advantages and disadvantages of various operation modes of agent system in project management.By combing the definition of agent construction system of the project,taking Zhuhai City Construction Group as an example,this thesis systematically analyzes the difficulties faced by Zhuhai City Construction Group in the construction process,and excavates the causes of the problems existing in the agent system.In order to provide the basis for how to reform agent system management.Finally,aiming at the existing problems,this thesis puts forward the countermeasures to solve the problems existing in the agent system management,proposes to establish the legal status of the agent system and carry out the whole process of agent construction,and raise the entry threshold of the agent construction units to establish the pre-selection database of the agent construction units.Introduce market-oriented control mechanism such as commercial insurance to ensure quality and construct Omani-directional supervision system,so as to solve the problems of agent system management.
