In recent years, urban rail transit infrastructure projects is developing fast. It is one of the important urban public infrastructure projects. It and residents’daily life are inseparable.Although the urban rail transit infrastructure projects has been developing rapidly in our country. But with the speeding up of urbanization and the development of social economy, the supply of urban public transportation has been unable to meet the needs of the social public. Although governments at all levels invested a lot of people, money and material resources in urban rail transit infrastructure construction, its construction and maintenance required a lot of money compared to the traditional government finance as the main body of urban rail traffic infrastructure construction mode has been unable to meet the needs of rapid development of the economy and the public travel.In recent years, with the Chinese government policy on Public infrastructure relaxed gradually, the Private Sector is increasingly involved in urban rail transit infrastructure projects. A kind of suitable for the situation of our country Public infrastructure investment and financing mode of the construction of the project, the PPP (Public Private Partnership) model is applied to the urban rail transit infrastructure projects. Appropriate PPP model can absorb the advantage of government and Private Sector, improve the efficiency of the project operation, reduce the cost and risk. What’s more, different projects have different characteristics. There is no a general pattern. Science of the PPP model not only can reduce the pressure of government finance and meet the needs of the society, at the same time but also can guide the government and the project company in negotiation phase science, select the PPP mode, improve the efficiency of investment and management, which would greatly outweigh the benefits of government direct investment, not only can realize the combination of efficiency and fairness, but also the government and the private sector to bear the responsibility and risk, the two sides can complement each other to achieve common benefit maximization.But for a specific urban rail transit infrastructure projects to choose public-private cooperation mode, the existing literature domestic and overseas research co., LTD., the existing theoretical models are insufficient to fully assess the rationality of the PPP mode selection and economy. Therefore, this research in urban rail transit infrastructure projects of the connotation, features, development status and the meaning of the PPP mode, classification, selection criteria and selection methods summarized on the basis of the selected for selection of the PPP mode. Connecting with the urban rail transit infrastructure projects and the features of the PPP mode to build urban rail transit infrastructure projects the PPP mode choice models and assumptions, through the analysis of a series of related to urban rail transit infrastructure PPP project selection model for validation. Aimed at improving existing research in the field of the lack of applicability difference model selection method, to perfect the PPP mode selection decision theory and deepening, for the decision of the government and the related project company to provide effective basis.
