With the continuously development of domestic civil aviation, the number of aircraftcontinues to increase, the number of special vehicle that services for aircraft within the airportis also growing. Meanwhile, the requirement for the monitoring and scheduling of the specialvehicle is higher and higher. Hence, how to monitor the special vehicle in the real time andschedule in an intelligent way, ensure the cars can run efficiently and safely around theairdromes, and then improve the economic efficient have become an issue.The research aimsto build a high precision monitor and schedule system in a small scale, which can provide thevehicles’ real-time information for the airdrome administrator and help them to monitor andschedule the vehicles.This paper makes a particular introduction about the relevant theoretical basis involvedin the intelligent monitor and schedule system for the special vehicle within the airport atfirst,these theories include GPS、GIS、GPRS and so on. And then, according to the functionalrequirements of the intelligent monitor and schedule system for the special vehicle within theairport,it makes a deep research、analysis and design about the database、electronic map、real-time monitor and schedule of the system,accomplishes the logical and physical design ofthe database system based on SQL SERVER2008which is adopted by the system. By makinga comparison among different electronic map softwares, and in combination with geographicinformation system development components SuperMap’s adding and overlaying of thelayer、map layer、surface layer, it workes out the electronic map of the airport. According tothe special vehicle within the airport’s service has the characteristics of time window limit、has service order、has the limit of number of service resources and so on, in order to achievethe goal of decreasing the flight delay time,it builds the model of the special vehicle withinthe airport, designs the two-stage heuristic algorithms. This paper adoptes C#as thedevelopment tool, accomplishes the real-time monitoring under the platform of VisualStudio.NET and software development of the intelligent scheduling system. At last,this paper makes use of the software system that we have established to test the algorithm, and provesthe validity of the algorithm system..
