With the development of the Civil Aviation, there is an increasing workload and work strength for kinds of special vehicles serving for flights at the airport. Using traditional wireless intercom technology to dispatch so many special vehicles is difficult to meet the practical needs in both efficiency and security. In addition, when the special vehicles are operated by equipment operators for aircraft services, any careless in the operation can lead to a scraping of equipment or a scraping between equipment and the plane, even a collision accident. Airport Special Vehicle Dispatching System is emerging as the time requires.Wireless data transmission technology is one of the key technologies of the airport Special Vehicle Dispatching System and remote Image monitoring technology can detect and assess the operating effect of airport special vehicles such as the operating effect of snow removal vehicles and spreaders. The use of these techniques can significantly improve the operational efficiency and safety performance of the Special Vehicle Dispatching System at the airport. Aiming at the demand for Special Vehicle Dispatching System at the airport,GPRS was chosen for the studying of data wireless transmission technology. An image monitoring unit was designed for the Special Vehicle Dispatching System to monitor and evaluate the operation effect of the special vehicles. The image data is large and it is extremely difficult to achieve data transmission in the existing wireless data transmission network. The JPEG image compression algorithm was studied and used in the image unit of Special Vehicle Dispatching System. The remote monitoring of the image was finally realized.The software design of monitoring center(Upper Computer) based on Visual C++ was introduced in the paper. Including acquisition and transmission of differential information based on serial programming, method of communicating based on Windows Socket function network programming, information analysis, unzip, display and storage of compressed image.The system was tested and the results were analyzed at the end of the paper.
