Water resources are an important factor in the steady development of ecology and are often used as a strategic resource to measure the comprehensive national strength of the country.To realize the modernization of the country,water conservancy modernization is needed as the basic support,so the development of water conservancy construction is a necessary measure at present.Water conservancy modernization construction needs to be promoted in stages,from the overall point of view,the degree of water conservancy modernization construction in various provinces,cities and counties is different,the indicators are not coordinated,the short board effect is significant,and there is a big difference in the development status quo and development goals.Due to the uneven development of the regional economy,at the level of water conservancy construction,the degree of compatibility between provinces and cities and counties is not high,so it is of practical significance to carry out water conservancy modernization research at the county level to comprehensively promote water conservancy development and construction.Based on the theory of ecological civilization and the connotation of water conservancy modernization,a county-level water conservancy modernization evaluation index system covering 20 indicators is constructed from four aspects: ecological economy,ecological governance and restoration,safety and people’s livelihood security,and development and management.Taking the relevant literature as the premise,selecting D County of Henan Province as the research object,taking its location conditions,social economy,water system and environmental landscape as the entry point of case analysis,focusing on the construction of water system in water pollution control and environmental landscape improvement,exploring the level of water conservancy construction by fuzzy comprehensive evaluation method,using the entropy weight-fuzzy comprehensive evaluation model to evaluate the weight level of the water conservancy construction evaluation index of D County,and calculating the weight coefficient of the evaluation index with the data utility value reflected by the information entropy,so as to solve the weight problem.Make the determination of the weight have an objective and practical theoretical basis,so as to ensure the utility of the model.The main contributions are: according to the objective data measured this time,evaluate the stage of water conservancy modernization in County D of Henan Province as a benign development level,and combine the local water conservancy development overview to propose four improvement measures for the water conservancy modernization construction in County D:In terms of ecological economy,it is necessary to invest in environmental protection from multiple angles and focus on the development of circular economy;In terms of ecological governance and restoration,it is necessary to improve the ability to resist flood and drought disasters,maintain the ecological purification capacity of benign plants,and steadily develop the overall improvement capacity of the landscape;In terms of safety and people’s livelihood security,it is necessary to renovate and build new sewage treatment plants to strengthen the construction and supervision of urban drinking water safety;At the level of development and management,we should pay attention to the training and development of grass-roots personnel,and strengthen the management and supervision of the construction of water conservancy institutions.
