| In modern management, feasibility study is the key link in construction project planning and fund utilization. Feasibility study of project can help to reduce unnecessary losses in investments, increase investment returns and promote safety levels.Jinan is a city frequently visited by floods and has had many flood calamities in history, which have caused huge numbers of casualties and injuries as well as social and economical damages. In the course of rapid urbanization, the rain detention function of the city’s underlying surface goes down, flood collecting time is shortened and peak discharge is increased and the gathering of population and wealth into the city, all these result in rapid increase of losses and damages in the city’s floods. Xiaoqinghe River Flood Prevention and Water Logging Control Program of Jinan, approved by Provincial Water Conservancy Department, once pointed out that:Meilihu Lake, Yangjuanwa Area, Huanshanwa Area, as flood retention areas programmed in the General Municipal Plan of Jinan and Xiaoqinghe Project Plan of Urban Jinan Section, have played a crucial role in reducing urban flood losses and damages. In order to lighten Jinan’s floods disasters and promote its flood control capacity, it is planed to initiate the construction of store floodwater area project in Huashan Area.This article applies the related theories of feasibility study into the feasibility study of the Huashan Lake Ecological Wetland-Type Store Floodwater Area Project. This project has certain particularities in terms of large area, several kinds of landforms, relatively big amount of investments, relatively broad social influence and quite large quantities of non-renewable resources. This article, respectively from the angles of technical analyses, environmental analyses, economical analyses and social affect analyses, makes comparisons with feasibility study of conventional water conservancy projects, discovers the shortcomings of applying usual feasibility study into this project and proposes contents and measures for improvement of the shortcomings, and meanwhile, makes an evaluation on the improvement measures. On the basis of conventional water conservancy feasibility study and combining the special features of this project, the writer adds the round-lake immersion analyses and Yellow River side seepage analyses in the technical analyses; details the environmental protecting program and adds environmental pre-surveys and environmental protection surveillance in the environment analyses; adds water and soil conservation and environmental protection into the economical analyses and adds the contents such as the support degree of this project from surrounding residents, their concerns and expectations in the social affect analyses. By making detailed feasibility study of this project, the writer obtains the conclusion that this project is in technical terms feasible, however it is preferable to promote awareness and put in more investments in respects of water-soil conservation and environmental protection and, meanwhile, show more concern to people’s livelihood and pay unified attention and consideration to opinions and enquiries of the surrounding civilians, so as to avoid any unfavorable consequences to the society. |
