With the continuous development of China's urbanization process,the area base of public buildings is increasing,which leads to the increasingly prominent problem of high energy consumption,which makes the energy conservation supervision and reconstruction of public buildings become very important.The energy consumption quota is the ruler for improving the energy efficiency and energy saving of buildings,and it is also an important means for government departments to implement energy conservation supervision.How to make the quota can not only reflect the building energy consumption level and policy guidance,and not because of energy consumption quota selecting too high or too low to make enforcement is too small or too large and can't reach the purpose of energy conservation supervision.Therefore,the selection of reasonable energy consumption quota is very important.This paper studies the energy consumption quota and its application in public buildings.The main research contents include the following aspects:(1)By analyzing the characteristics and application occasions of different energy consumption evaluation indexes,the energy consumption quota of several kinds of main public buildings are determined.(2)The characteristics of common energy consumption quota method are summarized,and the energy consumption quota method based on energy saving space is proposed.(3)The above methods of energy consumption are applied and the results are compared and analyzed.(4)Based on energy consumption evaluation index,a public building energy saving diagnosis system was put forward.The main research work and conclusions are as follows.Firstly,through analyzing the characteristics of the several major public buildings and access to data,the method of building energy consumption should be identified according to the actual circumstance of the building needs to from the research of energy consumption,energy audit and energy consumption simulation this several ways to reasonable selection.Through the analysis of different forms of quota indexes,according to the characteristics and applicable occasions of each energy consumption index,the selection of energy consumption quota of three types of buildings,such as office,hotel and shopping mall,is determined:the office building is recommended to use per capita energy consumption index and unit area energy consumption index.The hotel building recommends use the unit area energy consumption index;The business building recommends use the unit area energy consumption index or unit output energy consumption index.Secondly,the common public building energy consumption quota method and its characteristics are analyzed,its adaptability and limitations of each method are summarized.This paper proposed the compilation method of public building energy consumption quota based on energy-saving space.This method combines the advantages of the statistical quota and technical quota,according to the energy consumption difference between the actual building and the corresponding typical energy-saving standard building to define the energy-saving space of sample building.The energy consumption quota of buildings is obtained through the benchmark energy consumption of energy consumption building and energy saving space of typical energy saving standard buildings.It is a kind of quota method which relates the energy saving target with the energy consumption quota.Taking Changsha mall building as an example,the above energy consumption quota methods are applied,get the quota value and quota levels of average method,advanced quadratic average method,high level quadratic average method,regression analysis method,energy consumption software simulation method and energy saving space method are respectively:227.24 kWh/(m~2.a)(0.5);210.85 kWh/(m~2.a)(0.64);249.10 kWh/(m~2.a)(0.32);246.7 kWh/(m~2.a)(0.34);212.8 kWh/(m~2.a)(0.62);252 kWh/(m~2.a)(0.3).The results show that,the energy consumption quota value and quota level of high level quadratic average method,regression analysis method and energy saving space method are relatively reasonable.It's ensure the most of the building energy consumption is lower than or close to quota control line,which can provide a good basis for energy conservation supervision.Finally,on the basis of energy consumption quota to evaluate construction,put forward the energy consumption diagnosis method of the overall construction level and system level.Established the energy consumption diagnosis system,which the energy dissipation system and the whole building energy consumption quota for the target layer,the equipment system performance index for the guidelines,the influencing factors of each system parameter for index layer.
