ABSTRACT:China’s building energy consumption has accounted for about30%of the total energy consumption society, so it is urgent for building energy conservation. As the key of the building energy conservation, large public buildings’energy consumption per area is much higher than that of residential buildings. This is one of the important means to solve high building energy consumption that research on building energy consumption evaluation indexes and weights system which is suitable for the situation of our country to accurately evaluate the building energy consumption situation. So it is particularly important to establish energy efficiency evaluation system for public buildings.In this paper, the current status of building energy efficiency and the main factors of affecting the public buildings’energy consumption have been analyzed according to the related literature materials, standards and codes of building energy efficiency. eQUEST, the dynamic energy consumption simulation software, has been chosen as the calculation tool in this paper after comparing the widely used building energy simulation softwares. On the basis of these data, two typical models of the high-rise office buildings and large-scale shopping center in Changsha have been simulated using eQUEST, and building energy consumption characteristics under different buildings and condition of the equipment are got.The building energy consumption index reports under the combination of multiple levels of various factors can be got by using orthogonal test method and simulation. Use visual analysis method to rank the energy consumption influencing factors, such as construction aspect ratio, window-wall ratio, outside window type, etc.10main influence factors in order of importance. The relationship of the influence between building energy consumption and the single significant factor has been simulated on the basis of the typical architectures’mathematical models. It provides a powerful reference to determine the building energy conservation scheme.The index weight of affecting factors has been identified for two types of public buildings in Hunan province, using analytic hierarchy process (AHP) to get quantitative analysis of the orthogonal experiment results. Then determine the grading principles of evaluation index according to the building energy efficiency standards, and the evaluation result can be divided into five. Finally the scope of evaluation results for the index of public building energy consumption in Changsha has been determined by an instance, so as to provide reference for building the energy saving evaluation system of the public buildings in hot summer and cold winter areas.
