With the development of the economy and the Urbanization,the problem of UrbanRenewal is increasing. There is two main problems:one is the old town have too many peopleowing to unreasonable land use arrangement and high strength land use intensity. The other isa growing number of historic district and local culture are disappearing,because theconstruction peace of public infrastructure can’t match the peace of city development.This study, from the urban management view,use the urban planning method to coverthe shortage of public products investment by the method of Guaranteed Investment analysis.And use the investment income, from the activities about government and enterprise,to closethe gaps of nonprofit public space construction. Furthermore, the study calculates the capacityof public space of the urban renewal’s planning scheme. Through these three steps to optimizethe configuration between the profit and nonprofit urban land, balance the benefit between thepublic and commercial.In order to find the principal of supply capacity,the study,based on the stakeholders,analyze interests、cost structure、earning form and build mathematic model by the method ofElements of Land Economics and Real estate development evaluation principle. And thenpropose the method to improve the way of formulate the planning organization, Providescientific basis for planning.
