The“Digital Oilfield”is the based information platform for the enterprise informationinfrastructure and management layer,is the oil business the best way to organize information.As China’s largest offshore oil and gas producers,to improve the efficiency of oil-platform ofinformation and technical personnel, for a variety of scientific and technical informationvalue-added services, to advance the information construction of oil and gas platformsservices. Meanwhile, oil collection of marine resource management platform faced potentialdanger. Ship accidents have occurred at sea,property losses caused by the accidents, life andserious environment pollution. In such cases, the use of modern science and technology anddevelop a set of ship dynamic monitoring and early-warning information system for theseships to provide effective monitoring, emergency response, and provide a variety ofinformation services a reality for more and more pressing needs. This paper, offshore oilEngineering Ltd (COOEC) of the offshore collecting platform information constructionprojects-“CEP ship dynamic monitoring and management system” based on autonomousnavigation and ship location focus features,expectations for integrated CEP platform ofinformation construction to contribute.This paper begins with an analysis of research and application status of ship navigationand positioning technology,then using MAPX’s development, MAPINFO in electronic chartgets and updated, serial communication between GPS, DGPS beacons, bathymetricprocessing technology,key technology and theory as the theory of fuzzy mathematics support,development of this navigation system. This Foundation Shang using software developmentplatform Visual Basic, and Visual C++and component type GIS tool MAPX,developmentcontains electronic charts control, and navigation positioning management, and querystatistics function, and route management, four module of ship navigation system,whichimplementation of function main including letter marked difference serial communications,and charts control (map edit, and displayed,and zoom,and storage), and coordinatesconversion module, and positioning information simulation, and route integrated evaluationand so on.This paper based on MAPINF0electronic charts and RBN-DGPS positioning achievedhas ship navigation system, achieved has GIS technology and RBN-DGPS technology inparking ship,and traffic ship, and dredger,different type job ship navigation system in the of application,upgrade has job ship fast reaction of excited capacity,conducive to improve jobplatform production efficiency,to for decision makers provides shortcut, and accurate ofintegrated information, improve oil platform job ship resources plans managementinformation level.
