Risk Analysis And Evaluation Of The Electronic Bidding

In recent years,with the rapid development of electronic commerce and project management informatization,the drawbacks of traditional paper-based bidding model based on the emerging electronic bidding has incomparable advantages of traditional bidding.With the various elements of policy,technology and market maturity,the full implementation of the electronic bidding Chinese foundation has been formed,it will become the mainstream mode of bidding in the electronic bidding,after all,it is worthy of paying attention to government agencies and enterprises.Electronic bidding mode has the advantages of high efficiency,convenience and low cost.However,there are still many obstacles and difficulties in the construction of electronic bidding.There are still many risks in the implementation of the electronic bidding mode in practice.Accurately grasp the risk,formulate the strategy to deal with the risk,the actual application of electronic bidding has a certain reference value,and then the electronic bidding can also play an important role.First of all,this paper makes a detailed introduction to the relevant theory of the electronic bidding,and reviews the research status of the domestic and foreign electronic bidding.In addition,the risk assessment is the premise of risk identification,this paper introduces the related theoretical knowledge of risk identification,risk identification and comparison of various methods,according to the electronic bidding implementation characteristics,finally analysis method of flow chart of electronic bidding process analysis.From the beginning to the end of the calibration set,some factors theory of risk may exist,in addition to adding a bidding process in the presence of environmental,physical,system,risk management,in order to establish a level and two level index,and build the initial index system.Then,based on the construction principle of index system,referring to the relevant literature and information of the risk evaluation of electronic bidding,and combining with the expert opinion,the evaluation index system of electronic bidding risk is built.Secondly,establish the evaluation index system based on the analytic network process(ANP)and the method of fuzzy comprehensive evaluation(FCE)study,established a bidding risk evaluation model based on ANP-FCE electronic,to calculate the index weight by using analytic network method,using fuzzy comprehensive evaluation method to evaluate the risk.Finally,taking Liaoning Province as an example to carry out the risk assessment,the evaluation result is low,and the index system is proved to be scientific and comprehensive.In this paper,the electronic bidding process as the research object,to build evaluation index system.As the basis to promote the electronic bidding,not only enrich the theory research of the electronic bidding risk,but also put forward the Countermeasures for the risk of electronic bidding.In addition to the evaluation of the fuzzy comprehensive evaluation method is applied to the electronic bidding risk,verify the applicability and validity of the method,the evaluation results to a certain extent,provide an important reference for scientific decision-making,the development and application of electronic tendering and bidding plays an important role.
