In traditional project management mode, people always concentrate on the meet of project schedule, investment, quality, safety and other conventional measures and control standards. If a project schedule was delayed, overruncost, or quality and safety problems arise, then it means that the project failed. But with the development of the society and the progress of civilization, the traditional project management mode increasingly exposed their shortcomings, in which the most important point is not have consider all kinds of closely related stakeholders on their project demands and impacts.As is known to all, every project involves many stakeholders whose needs and the impacts on the project are different. In terms of government-invested capital construction project, project stakeholders which have more complex than normal, there are different between various stakeholders benefit goal. How to coordinate and manage the relationship more effectively between various stakeholders is the key factors of government-invested basic construction projects to success. At present, although the problem has been more and more getting attention from the authority of project construction, however, how to implement the various stakeholders systematic management of the project will depending on different grades of important stakeholders that establish the corresponding management strategy. To reduce their negative effects in the project management process, improve the positive impact, to better promote the project implementation, it’s never a set of mature patterns can be drawn lessons from.Based on the existing literature study, through to the present situation of project management mode of thinking, the idea of system management of project stakeholders has been proposed. This thesis firstly focused on the government-invested basic construction projects and the stakeholder theory, and then it introduced an analysis by using questionnaire, expert judgment, form analysis and other comprehensive methods to identify and classify the project stakeholders effectively. It introduced the government-invested basic construction project stakeholders realizing different management strategies according to different classification methods in the next part; emphasize using the Partnering management mode to key stakeholders to coordinate project management ideas. Finally, by the case study of X, verified the the necessity of classification management to project stakeholders.
